The BTC P/L Project Directorate has been established
on 5 January 2000 within BOTAS as an autonomous project
organisation, still being an integral department of
BOTAS under the authority of the Executive Board and
General Manager thereof, to assume the responsibility
to fulfil the obligations of BOTAS which has been nominated
as the Turnkey Contractor to implement the Turkish Section
of the BTC P/L Project through delivery of the requirements
of the Turnkey Agreement in terms of cost, quality and
schedule. In other words, the BTC P/L Project Directorate
has the responsibility to provide design, engineering,
procurement, construction, start-up, commissioning,
testing and related goods, works, services and technologies
for the Turkish Section of the BTC P/L Project.

On 21 March 2001, the BTC P/L Project Directorate has achieved
independent third party certification of the Management System
by TÜV Rheinland to the standards of ISO 9001 (2000 version)
for Quality Management, ISO 14001 for Environmental Management
and OHSAS 18001 for Occupational Health and Safety Management.
The BTC P/L Project Directorate becomes the first organisation
in Turkey to hold these three certificates and the first organisation
in the world to attain all three certificates simultaneously.
QUALITY POLICY STATEMENT
It shall be the principal policy of BOTAŜ PETROLEUM PIPELINE
CORPORATION to meet all of the requirements for Quality
as defined within the Turnkey Contract for the BAKU-TBILISI-CEYHAN
CRUDE OIL PIPELINE PROJECT, including all applicable codes,
standards and regulations. This is a policy which shall
be extended to all contractors employed by BOTAŜ during
the execution of the Scope of Work. To ensure fulfillment
of this policy, a Project Quality Management System has
been developed by Project Management and approved by the
General Manager, based on the following standards;
ISO 9001: 2000 Quality Systems Model for Quality Assurance
in Design/Development, Production, Installation and Servicing.
ISO 9004-1: 2000 Quality Management and Quality System
Elements-Guidelines.
OHSAS 18001: 2000 Occupational Health & Safety Management
Systems.
ISO 14001: 1996 Environmental Management Systems.
The Project Quality Management System is defined within
the Project Quality Plan. All BOTAS Project personnel shall
be individually and collectively responsible to comply with
requirements and continually improve the effectiveness of
the quality management system A Management Representative
has been appointed to the Project, who has been delegated
the responsibility for verifying the implementation of the
Project Quality Management System, identifying quality problems
and promoting their solution. The Management Representative
shall have the necessary authority, organisational freedom
and support to effectively carry out these duties and shall
have freedom of access to all levels of BOTAŜ Management
whenever necessary in order to expediently resolve any non-conformances
associated with the effective implementation of this policy
and the approved Project Quality Management System.
ENVIRONMENTAL POLICY STATEMENT
The Baku-Tbilisi-Ceyhan Crude Oil Pipeline (BTC P/L) Project
is a project in which the protection of the environment
shall be given high priority.BOTAŜ BTC P/L Project Directorate
recognises that it has a responsibility to ensure that through
the implementation of good environmental management practices
all the potential adverse impacts on the environment associated
with the project are either avoided or appropriately mitigated.
Accordingly, all work shall be conducted in compliance with
all applicable environmental laws and regulations as well
as the standards and best-practices generally prevailing
in the international petroleum industry in a manner which
supports the protection, preservation and enhancement of
the environment.
To achieve this aim, the BOTAS BTC Project Directorate shall:
- Establish and implement an Environmental Management System,
in accordance with ISO 14001: 1996, which shall be an integral
part of the Project Quality Management System.
- Perform top management reviews, at least annually, to
ensure compliance with established policies, procedures
and applicable environmental laws and regulations.
- Maintain a commitment to waste minimisation and pollution
prevention and shall incorporate these principles when defining
project specifications and conducting its activities.
- Identify, assess and manage environmental risks and endeavour
to set and review quantifiable objectives and targets, associated
with its operations, to minimise the likelihood of adverse
environmental impacts.
- Be committed to building relationships with government,
the scientific community, and the public to promote the
development and communication of innovative, cost effective
solutions to environmental problems.
- Ensure a commitment to the continuous improvement of
the Environmental Management System wherever possible and
sustainable. All BOTAS BTC P/L Project personnel shall be
individually and collectively responsible for adherence
to, and effective application of the policies and principles
contained in this environmental policy statement.
HEALTH and SAFETY POLICY STATEMENT
The policy of the BOTAS BTC P/L Project Directorate
shall be to ensure, in so far as it is reasonably
practical, the health and safety at work of all
its employees and those others who are in some way
affected by, or are involved in, its activities.
Its aim shall be to provide healthy and safe working
conditions conforming to the letter and spirit of
prevailing legislation and best industry practice.
It shall further undertake to ensure that all operations
are carried out safely and that the cooperation
and involvement of all employees to meet this objective
will be sought.

This Policy is based on the view that health and safety
have equal status to any and all business objectives. To
implement this policy, the BOTAŜ BTC P/L Project Directorate
shall develop a Health and Safety Management System, based
upon the requirements of BS 8800 and OHSAS 18001, which
shall define and assure the following;
- A commitment to the continuous improvement of health
and safety practices, procedures and standards.
- That Health and Safety is the responsibility of Directors
and staff at every level in the BOTAŜ BTC P/L Project Directorate
and it is an integral part of their duties.
- That BOTAŜ BTC P/L Project Directorate personnel have
a contractual and legal as well as an individual obligation
to protect themselves and others from accident or injury
and to guard against any harm to the environment. A condition
of employment is that all staff comply with this health
and safety policy.
- That hazard identification, risk assessment and risk
control is a prerequisite before start up any activity.
If any hazard is foreseen during risk assessment process,
the work shall not be started until measures are taken to
manage the hazard.
- That in the event of an accident or incident at any work
location, the details are properly recorded in the accident/incident
database and investigated and that prompt action is taken
to avoid recurrence.
- That all Contractors working on behalf of the BOTAŜ BTC
P/L Project Directorate operate health and safety standards
fully consistent with its own and expects Contractors to
achieve comparable levels of performance as a condition
of their contract BOTAŜ BTC P/L Project Directorate shall
undertake to review this health and safety policy at least
once a year and to monitor that it is working effectively.
